And the Razzie Award goes to… — MySinchew
OCT 17 — The recent Auditor-General's Report has brought us the good news that 31 per cent of government agencies were rated "very good".
Hold on, who cares about good news actually? Reading the Auditor-General's Report is not the way to hear the Gospel.
The Auditor-General's Report is an annual great event. Oops! An annual reveal of rotten practices, in fact.
Just like in addition to The Oscars, there is also the Golden Raspberry Award, or Razzie Awards in short, to evaluate cinematic achievements.
Please do not underestimate the Razzie Awards presented in recognition of the worst in film. Although it is not as impressive as The Oscars, it still attracts attention from film professionals and members of the audience.
Movie viewers attach importance to the Razzie Awards as they want to know which movies are not worth watching and thus, the award can actually protect consumer interests.
As for film industry practitioners, they will take cautious steps to avoid receiving the awards at it might turn them into a laughingstock and a box-office poison.
Although it is a humorous award, it still brings a positive effect. It reminds moviemakers of quality control or the consequences could be disastrous.
Similarly, the Malaysian government will reveal the Key Performance Indicator (KPI) report every year and each department will choose the best civil officer monthly or yearly, just like how The Oscars are meant to reward and encourage those with an excellent performanc on film.
Since there are rewards for the best civil officers and best department, they should also have a similar Razzie Awards. Such an award is also believed to be in line with the public opinion.
The selection method would not be difficult. All we have to do is to select winners based on the Auditor-General's Report, which is shocking, as well as credible enough.
Here are my recommended nominations:
The most crazy civil officer: A former Customs officer, who ordered an additional 50 pieces of GPS Navman navigation system although he was authorised to purchase only 30 sets, at a price 10 times more expensive than the market price. In addition, he had also spent RM1.82 million on unnecessary equipment for his department.
The most absurd department: The Health Ministry, which awarded contracts through direct negotiation instead of open tender and paid RM540,000 to employees who do not exist. The department also paid maintenance fees at prices dozens of times higher than the original prices of the goods.
The most "blur" unit: The Employees Provident Fund (EPF), which invested over RM2 billion without a full consultation with its internal investment committee, while the documents are not conforming to the provisions.
The silliest public property: The Integrated Transport Information System (ITIS) costing more than RM130 million to hang Variable Message Sign (VMS) units in midair to show traffic conditions. Two years later, however, half of them are no longer functioning while the remaining half are just showing messages to remind motorists to drive safely or wish them a happy festival. They lack practical usage and have turned out as the world's most expensive greeting cards.
The Auditor-General's Department and the Malaysian Institute of Integrity (IIM) are very much welcomed to co-host the award ceremony and the list of winners can be published through various media. The Malaysian Anti-Corruption Commission (MACC) can launch follow-up investigation after the winner list is revealed.
If it can be held annually like the Razzie Awards, it should be able to draw greater concern of the people, as well as enhance the government's KPIs. — MySinchew
