Help Palestine [hidayahnet] Berapa gaji wakil rakyat kita dan apa kerja mereka sebenarnya?

 

Apa sebenarnya tugas seorang wakil rakyat ni, samada mereka ini Ahli Dewan Undangan Negeri ataupun Ahli Parlimen? Adakah mereka ini sekadar hadir apabila ada kematian, apabila ada kenduri kendara, apabila ada perasmian bangunan, apabila ada banjir atau kebakaran, apabila ada borang permohonan rumah, tanah, biasiswa untuk ditandatangani? Apa kerja wakil rakyat kita sebenarnya?

Kalau rakyat tidak faham apa tugas seorang wakil rakyat yang sebenarnya, lebih teruk lagi apabila wakil rakyat sendiri pun tidak faham apa tugas mereka, tak tahulah apa nak cakap.

Saya cuba cari di internet apa tugas dan tanggunjawab wakil rakyat di Malaysia ini. Setakat ini saya tak jumpa. Yang ada sedikit panduan di http://calonpasn9.blogspot.com dan juga di laman web Parlimen Kanada yang dengan jelas menyatakan apa peranan ahli Parlimen mereka dan butiran terperinci gaji dan elaun yang diterima oleh semua ahli Parlimen serta Menteri Kabinet.

Macamana kita nak matang dalam berpolitik dan bersikap terbuka dalam politik jika peranan wakil rakyat pun kita tidak faham. Kalau tak percaya cuba minta TV3 buat temuramah , tanya rakyat, lebih-lebih lagi yang mengundi apa tugas wakil rakyat. Macam-macam jawapan akan keluar.

11 TANGGUNGJAWAB ASAS SEORANG WAKIL RAKYAT

1. Menyuarakan permasalahan serta pandangan rakyat di kawasan yang diwakili semasa sidang Dewan Undangan Negeri atau Parlimen agar dapat diselesaikan di peringkat kerajaan negeri atau kerajaan pusat.

2. Mengetahui keluasan kawasan yang diwakilinya antaranya daerah, kampung-kampung serta taman perumahan.

3. Mengenali ketua-ketua kampung, pengerusi persatuan penduduk, imam serta nazir masjid/surau, ketua-ketua agama , pengerusi belia , pengerusi wanita di kawasan yang diwaklili.

4. Mengenali ketua-ketua jabatan kerajaan dan badan berkanun di kawasan yang diwakili.

5. Mengadakan lawatan berkala meliputi seluruh daerah yang diwakili untuk mengenal pasti permasalahan semasa yang dihadapi oleh rakyat.

6. Menyalurkan maklumat serta permasalahan yang dibangkitkan oleh rakyat di kawasan yang diwakilinya kepada agensi-agensi kerajaan dan badan berkanun yang berkaitan.

7. Memberi penerangan kepada rakyat dasar-dasar kerajaan yang sedang dan yang akan dilaksanakan yang melibatkan kepentingan rakyat setempat.

8. Menyediakan pusat khidmat masyarakat serta dimaklumkan kepada penduduk setempat waktu berurusan.

9. Menyediakan kemudahan kepada rakyat yang diwakili untuk mengemukakan cadangan atau aduan melalui Sistem Khidmat Pesanan Ringkas (SMS) , sistem faksimili , borang maklumbalas , alamat surat menyurat atau laman web.

10. Melantik pembantu sebagai wakil untuk memudahkan urusan rakyat apabila berada di luar kawasan atas urusan rasmi atau pun urusan peribadi.

11. Menjadi jambatan penghubung antara rakyat serta agensi-agensi kerajaan dan badan berkanun.

Votes on legislation in the House of Commons are usually a formality following party lines, but can be of significant strategic importance during a minority government. Members of parliament can also introduce legislation of their own, called "private members bills," however it is rare that a private members bill passes.

Watchdogs on Government
Canadian members of parliament can influence federal government policy by participating in House of Commons committees which review federal government department activities and spending, as well as legislation. Government members of parliament also raise policy issues in caucus meetings of members of parliament of their own party and can lobby cabinet ministers. Members of parliament in opposition parties use the daily Question Period in the House of Commons to raise issues of concern and bring them to the attention of the public.

The salaries and allowances of Canadian members of parliament are adjusted on April 1 each year. Increases to the salaries of members of parliament are based on an index of base-wage increases from major settlements of private-sector bargaining units maintained by the federal Department of Human Resources Development.
